The ceramic bio rings are used in filters to provide a surface area upon which beneficial bacteria may grow.
The porous surface are allowing far more beneficial bacteria to grow in a contained area.
The bacteria is part of the nitrogen cycle, breaking down toxic ammonia to nitrite, and then toxic nitrite into relatively harmless nitrate.
